Laws are being passed here that you cannot have a dog tied outside even if they have shelter, food, water & a long chain to move on. Dogs MUST be in a fence. What does this do for people who live in an apt? The animals have to be surrendered. Good law?

    Great law. I live in an apartment that is barely 500 square feet, and I have plenty of room for my animals to be comfortable, to relax, and to enjoy being in a home. We get our animals because we can take care of them. They aren't the type of animals meant to be outside all the time, in my opinion.

    EDIT: I took this question to meant a law that advocates no full time outdoor dogs is a great law. If someone said you can never ever tie up the dog for any time frame whatsoever, I'd be very upset. I do have the luxury of a small backyard, and my pets so love to be out there. If that area was not fenced in, and I couldn't even have the option of tying them out there for a few afternoon hours to catch some rays (and have the option to come back in), I'd say that is over the top.

    As with most things, it can be a catch 22. I'm personally against keeping a dog tied up outside 24/7. That's a lousy life for a dog, limited human contact, and rather a bore for them too.

    Then too, you have those people who do NOT provide proper shelter, regularly changed, clean water and just dump some low class kibble into a bowl or on the ground and never bother to offer the dog any training, interactive play..or basic enrichment to enjoy life with.

    WE don't have a fence here, and so we take our dogs out on lead (most of the time on lead) to go potty or eat larger chunks of meat at dinner time. (like currently they are working on a Deer neck for dinner) We would love a fence, and may be afford one at some point in time, but not yet!

    The other side is a dog that enjoys some time spent outside and is trustworthy with being tied out for a couple of hours each day, but spends the bulk of its time with the "family" and/or owner in the home.

    This is where it starts to pinch. This is where responsible owners who love spending quality time with their dogs and have dogs that are safe and comfortable being outside tied for limited amounts of time, may feel like their "rights" are being trampled.

    Unfortunately, I believe that if you added up all of the negatives and all of the positives...it is going to be a longer list on the negative side for allowing dogs to be tied and left out alone.

    In most cases, a dog that is regularly tied out or KEPT tied out will develop behavioral challenges that do nothing for the dog, the public that could be exposed to the dog, and especially create a less than optimum life FOR the dog being tied out.

    One of my best friends back out in San Diego lives in an apartment with her dog. She spends quality time with her dog playing outside, and lucky for her, their complex is fully enclosed outside, so they play fetch, and Spring gets to socialize with the kids and some of the other dogs who live there. Then she also gets REALLY long...as in a couple of MILES, walks several times a day.

    As inconvenient as it may be for some dog owners, I tend to think or hope that such a law will help those who are NOT responsible and not providing a decent quality of life for their dogs.

    You would not be allowed to leave a dog tied outside if it was not inside a fence in the UK anyway.

    Dogs have to remain inside your perimeters meaning behind your walls or fences not allowed to roam on a chain.

    If you live in an apartment you have your dog inside.

    whaere are you? I live in Miami Dade County and a law was just passed similar to this one. It is a good law as it allows the dog to escape, it also makes the dog less agressive.
