Wingtip vortices are caused when high pressure air from below the wings spills over the wingtips. Many planes are being fitted with winglets to reduce this effect, which wastes fuel. (http://en.wikipedia.org/wiki/Vortex)

The term is ectoplasm. It's caused by the lower pressure air on top of the wing, dropping it's temperature relative to the surrounding air. The temperature difference causes condensation to form. It's the result you'll see off the wingtips, sometimes off any rockets attached to hardpoints, when a fast moving plane makes a violent turn
