I had the same problem. I asked nicely. I left polite notes on their windshield. I asked a little more forcibly until one day I had had it! So you know what I did? You're going to LOVE this!!!!! I pulled in one day only to see the SAME car parked in my space, so I pulled my car close to their back bumper (almost touching it), parked my car, locked it, got out, and went to my apartment (my apartment # was in the space). There was NO WAY they were going to back out without either damaging their own car or coming to my apartment and admitting they were wrong and facing me directly! THEY CAME TO MY APARTMENT VERY APOLOGETIC, SWORE THEY'D NEVER DO IT AGAIN, AND LEFT WITHOUT INCIDENT!!!! I DID, however, tell them off. . . . . . .BIG TIME! And they had to WAIT until I was good and ready to come and move my car so they could back out! And I told them I had to finish my dinner first so it wouldn't get cold! THEY NEVER DID IT AGAIN!
Call the landlord again, and tell him that he needs to call the towing company.
