Maybe because it's still cool out then and they like to get in their workout before they have to go to work.

In hot places, it's cooler so they don't pass out while running lol. And also....it's a good way to energize you for the rest of the day, if you are healthy, running actually makes you feel good.

More oxygen is available in the air which keeps our body healthy.

It's crazy isnt it? I wish I could do it though. I'm not only lazy but in the morning when I'm still half asleep, running is the last thing on my mind. I might run into something or fall to the ground and start snoring. lol....seriously though I don't know how they do it.

They run in the morning when they have the most energy, and equally feel energised after a run. Having to go and work out after a long day at the office may make it easier for people to skip their work out as they just dont have the energy.

The coolness and density of the air is more forgiving on a long run. Also sometimes it works into the daily schedule priorities more easily.
