I think you should just be yourself and if you want to be a girl then your family should understand. If they don't then they're really not worth trying to be someone you're not.

What is your age? If you value your sanity and safety keep your dressing private. TG or not society will not accept a male body dressed in female clothing. To function in society you need to live by their rules in your public life. Get a good education, get a good job, transition when you have the funds to do so and move to somewhere where no one knows the old you. It is the only way to have any kind of normalacy in your life.

Ignore most of these other answers. People don't know what they are talking about. If you are experiencing severe discomfort with your gender and/or sex, speak with a therapist that specializes in gender issues. They should be able to help guide you through your dilemma. Sometimes boys/men have a "feminine" phase they pass through or for other reasons end up temporarily uncomfortable in their sex and/or gender. Other times this kind of urge is something more profound and static. Gender has a phyisological basis in the neurological features of the brain and is solidified from birth, manifesting itself as early as two years. Similar to sexual preference (although the two are not intrinsically linked), gender identity will not and does not change as it is based on physical brain structure. A persistent unhappiness or dysphoria pertaining to your gender/sex throughout your life, to the point where it affects your life negatively, is a symptom of gender dysphoria and should be approached by a mental health professional.

You say your mother was shocked but your sister was OK with it have you tried to explane to your mother that you feel more relaxed wearing girls clothes and that you want her to except that fact.you do not say what kind of tips you need. At the moment where do you wear your girls clothes if it is just in your bedroom say to her that no one else can see you dressed as a girl and see she should not worry too much If as you say your sister is OK with you wearing girls clothes do what I would do if she was my sister and about the same age as me I would ask her for some of her old clothes so that I did not have to wear the same clothes all the time. Also I would give it a little while and say to her that as you like wearing girls clothes you want to start wearing them around the house when just her & your sister are the only ones there,I too like wearing girls/womens clothes as I live on my own I do it most of the time, I like wearing bras,panties,pantyhose, tops and skirts or dresses as I find that I feel more at ease dressed in girls/womewns clothes
