is it a government plot... you are in a rush to get to work but you sit in your car burning gas, listening to a radio station, running up your cell bill, wearing out your brakes. all to get us to spend more money... no it is the same reason you park in a driveway and drive on a parkway...

Because people are aware that OTHER people leave work at approximately the same time so they RUSH to beat the traffic. As you've noted...they often fail.

Everyone is in a rush to work or to go home so it bogs down our outdated roadway system that has not kept up with population growth.

Another question would be "why is it called hour?". Around here it's about 2 1/2 hours.
