Here in Kansas the law is you must be 16 and older to even be driving. Since you were 15 technically you were not allowed to be driving someone else's car without them in it and you must have an adult over 21 in the car with you. So yes you did something wrong. And since you live in the state of Kansas you should know that

If you drive past the officer and she knows you and knows for a fact that you are not old enough to operate a motor vehicle or that your instructional permit's provisions are not met by your passenger then that is her PC to stop you and cite you. She was doing what she was supposed to, but you were not. She should also file charges either for UUMV on you or on your parents for letting you drive without a license. If you only received the one citation then consider yourself lucky you dealt with such a nice lady.
