Different soil, different growing conditions, different amount of fertiliser, different amount of sunlight, etc. The roses miss your mom.

Something in the soils I would suspect. Have you tried any type of rose food?

Is the sunlight significantly brighter in this new location? I have seen flowers become paler when grown in strong sunlight. They fade like most things left in the sun.

Soil difference, like has been said. Better nutrients make for richer color. My grandmother used miracle grow on hers to keep the color lively. It seems it worked well since the flowers aren't as bright since she left the house.

[An extra feeding of iron in early June will help give your rose foliage a nice, rich green color and aids in the color of the blooms. Use Sequestrine or Greenol; Iron sulfate may also be used] You may also want to try an application of composted manure this fall or next spring. It may help perk the roses up, it could be they got stressed this time.
