When a person blows up a balloon, then the balloon rises, does it mean the person is full of hot air?

You might have noticed that balloons that are blown up by hand (by lung?) don't float. But, also: Being surrounded by rubber, even hot air won't rise. Only gasses lighter than air. The thing about hot air balloons is that it's actually another gas in there.
