because your breath temperature is invariably cooler or hotter than your skin temperature. normal skin temp is 37 degrees celsius. i think breath temp is generally a couple to a few degrees celsius cooler than skin temp. this is because air loses heat as it passes out of your respiratory system. at comfortable room temperature and normal body temperature your breath will feel cool on your hands. in addition, if you have hot hands, air flow will evaporate perspiration from your skin causing a cooling effect. and i think its obvious why your breath feels hotter on cold hands.
