Are you *sure* it isn't your connection? Remember, there is a lot of hardware between your house and the ISP that could be at fault. I had similar issues when I first moved out to my old place in the woods. Turns out that the phone system out there had never been upgraded to handle 56K dial-up. Nothing I could do; it was a telco issue.
