They haven't announced the next Doctor Who episode's air date. It is called 'The Waters of Mars' and all we know is that it will be on later in the year. I believe there will be about 3 more specials during 2009, with the next full series starting in 2010 with the next doctor.
I don't watch Torchwood but they previewed the third series in the states in January.. so I guess not too long.
Sorry I couldn't be a major help.. but theyre very secretive!

As for the release date for Doctor Who: The Water Of Mars seems to be Christmas this year. My daughter lives in Scotland and keeps me up to date on all things doctor and Torchwood. As for Torchwood.. it is unknown. The Children of Earth might be their swan song. So apparently that could be their third and final season.
