Since "eccentricity" in another is nothing more than the judgment of the observer, it is up to the observer who passes such judgment to decide upon the attractiveness of the judged. You might consider a person eccentric while I might consider the same person "normal" (perhaps believing that your judgment is faulty)but whether the person is "attractive" is simply another judgment.
