One way to test it is by leaving it in the Vehicle. When you press the pedal and none of the Brake Lights Illuminate, then you might have a bad switch, or a bad wire. If a few lights illuminate then the switch is good, you just have some bulbs burt out. As far as testing, Dynamic testing is better than static testing. If you know a little bit about electrical then you may be able to accomplish this. Test lights work good or voltage drops. Just back probe one of the control wires to ground and press the pedal, if the test light lights up, then you have current flowing which mean the switch is good. but you might have to play around with it. It all depends if the switch is ground controlled or power controlled.
What vehicle?
Usually they are held in by a Spring clip that you slide off. You can check them with an ohm meter, or a test light.
