The skin over your penis is called your foreskin. The foreskin should be able to pass, unhindered fully back from your penis to expose the entire head, or glans. NO, the foreskin is there to protect the head of your cock and increase sensitivity. If you can't gently pull the foreskin back over your cock head when you have a hard on you should see a doctor.
