For the same reason The National Enquirer and professional wrestling have been successful for decades although everyone knows they are fake. People love dramatic nonsense no matter how ridiculous it is.

In my opinion, many of the people who watch Fox News do so because they agree with the conservative bias, while those who prefer a more liberal bias get their news from multiple (often online) sources.
