you should always establish the rules first while you are racking every place is different it could be a scratch or a loss of game i play in a league and you get ball in hand which means you dont lose but the opponent gets to put the cue ball any where on the table even 2 inches a way from the ball being shot at i think loss of game is bullshit you put all your balls in and some loser cant put one in and now says i win that's being a pussy if you ask me

Rules vary from one location and league to another. In most bars, scratching on the 8-ball while playing 8-ball (which is the most popular game, by far, in bars) is loss of game, regardless of whether or not the 8-ball actually gets pocketed.
