You can use Notepad to program your website. You'd have to know HTML, though. Honestly, I'm sick of terribly built, ugly, dysfunctional webpages built by in FrontPage or Word by some inexperienced person. It IS worth it to hire a webmaster. Yes, there are DIY tools, but they won't allow you to make it very nice or functional.

WYSIWYG editors like Frontpage require special extensions on the web server to publish pages and make them work correctly. All Frontpage does is spit out HTML anyways, so it's best just to learn the language; it's not a very difficult script to learn and there's more than enough places to go for help. You can use Notepad to enter your HTML script, or you can procure one of the many syntax-highlighting text editors such as EditPlus to help you along. My personal opinion, the crappiest hand-made page beats out a lame Frontpage template any day.

BEST I have found: 1and1.com $5.99 a year- Gets you your domain name and if you get an 'instant domain' package, it includes what you need-- my youngest was playing w/it at 11. "If I buy webpage to make a site for my personal business...."
