Yes. Cops sometimes issue seat belt tickets rather than write a speeding ticket when they want to be nice.

No. There are no seatbelt laws for adults in my state (doesn't matter either because I use it anyway.

yes been ticketed twice first time i sent a check it was $37 the second time i went to court and said i forgot and they let me go no fine only a warning i should have went to court the first time i wear a seat belt all the time now i am tired of the hassles its not worth it

No, I've never been cited for one. My wife was cited for one and she spent a weekend in jail when she didn't show up for her court date. :p
