It is the song Disarm by Smashing Pumpkins. It's on the album/cd Siamese Dream and it came out way back in 1993; but good music lasts forever! Watch the video. If you still think that's not the song, give us some more lyrics and we can figure it out.

I think I know what you're talking about there is a cello behind the singer for that phrase and a bell...yes? Or is that the Smashing Pumpkins one?
