I second the recommendation for mountainroseherbs.com - if you don't have a local grower that you can trust, your best bet is a reputable online source, and they're great. Their products are high quality and the prices are totally reasonable. I have only a small number of companies that I recommend regularly, and that's one of them.
As far as stores, I like Earth Fair, though I think it's only a Southern US sort of chain.

I suppose to buy direct from the grower, and you should be able to get addresses and contact details from the internet or from your local telephone directory.
You can buy quality herbs in bulk from Swanson Vitamins.com or request a catalog. I buy from there all the time.
