I don't recommend that. Would then may encourage people to hate more just for the want of awards.

I think as long as you use the word "best" or some other positive adjective you are inviting people to take pride in whatever the best describes. You might want a "worse" hatemonger. That wouldn't be as attractive to the hatemongers I don't think.

Nope - waste of time and energy. When someone expends energy to "create" something or "give" something - in both cases making the world just a bit better, brighter, more loving, more fair, well.. "more" .. I have no problem acknowledging them and what they made or did or ARE. In fact, I often think we don't say "thank you" enough when we see someone putting a little "light" vs "darkness" into the world. So my energy could and should be spend on or with or for those individuals. But a Hatemonger is not building anything - or supporting anything - or creating anything. A hatemonger is instead "destructive" vs constructive. Why should that person be acknowledged in ANY way? Why feed the tiger? Why feed the dark forces? If anything, I'd rather starve their flame by refusing to give oxygen. And walk the other way. Then spend energy with those others - on the flip side. Or even put my own mind and heart to work - finding places and ways to be a bit of "the light".
