Yes. I used to hunt ducks and a particular stretch of a local river looked like a good place to find them. I was not paying attention, had to pee, and walked up to a big tree stump to do so. I had no idea that the farmer had run his elecrtic fence around that old tree stump. In about 10 seconds the "stream" of pee got down far enough to touch the fence. I was knocked backward about 10 feet and a very sore "appendage" for a couple of days!

No, I have never done that or thought of doing that, but it would be a more difficult thing for me to do so. All you have to do is aim & fire.
