It's not like a pile of rocks. The elephants can walk down pretty much any path an army can.

Scholars seem convinced he did pull it off, although the exact route he used and method employed remains in dispute. He was in Northern Italy with army and battle elephants for 17 years and won 3 decisive battles, so there is history to testify he got them there from Iberia somehow.
