In my humble opinion moe is a (generally) good thing. It is when a female is attractive [read cute] (not necessarily sexually), with a sense of naivete and has generally introverted personality. It's an endearing quality that makes one want to protect the person that defines moe although the person in question may be worldly and/or capable of taking care of themselves. It's typically associated with lolicon because most people see Youth as Innocence and cuteness, however many many loli anime/manga characters can attempt to be moe with annoying results. However I would consider characters such as Yomiko Readman (Read or Die) and Belldandy (Ah!My Goddess)to be moe even though they're adults.
