Can I take defensive driving to dismiss a ticket if it has been less than a year/or atleast a year since i've received a ticket (I took defensive driving within a year, but I didn't use it to dismiss a ticket because I was not eligible - texas)?

If you qualify for the defensive driving class, i see no problems here. most states allow three moving violations within a year, before your drivers license is suspended or revoked.

Best bet is to check with your local traffic court for a better verification of your status.
