  • Banner Maker Pro is a fairly good utility for making the individual images in an animated gif. It's especially good for people who really don't know how to use graphics programs, but the UI is a bit confusing. GIF Construction Set is good for putting those images together and compressing them. Adobe ImageReady can also be used for all of the above. (Thanks trhaynes for the correction.)
  • Jasc Animation Shop allows you to create all sorts of animated files, including gifs. Download a free evaulation from: http://www.jasc.com/products/animationshop/
  • Macromedia Flash is also an awesome program to use, expensive though.
  • Microsoft GIF Animator is free (and ancient, but it still works): http://www.freewareweb.com/cgi-bin/archive.cgi?ID=288 Adobe ImageReady (comes with Adobe Photoshop) can do it. It is not free, but provides many professional editing and optimization features for such tasks. Also freeware at: http://www.evanolds.com/movtogif.html
  • A very basic program to create animated .gif's is "photoscape". And it is completely free to downlaod. It can be downloaded from: http://www.photoscape.org/ps/main/download.php It is very easy very simple and not at all confusing. Just start photoscape,click "Anigif" and get started.   • Photoshop ImageReady or Macromedia Fireworks is the best and professional application which create a animated gif.
