  • Only in America do we say this. In the Commonwealth countries, ( Canada, Australia, South Africa, etc. ), after a certain stage in severity they transfer the flood responsibility from the army to the navy, ( after all - we're dealing with water here, ), and the flood stage names change. Here's the stages of a flood event: A splash - Private flooding. A puddle - Sargent flooding. A pond - Lieutenant flooding. A lake - Major flooding. A sea - Admiral flooding. A Ocean - Grand Admiral flooding. A worldwide deluge - First sea lord flooding. Notice the change happens when a lake transforms into a sea - as you know the navy "rules the seas", which is why the command of the situation transfers between departments. In nations without a navy, the army usually retains control of a flood unless it can pass it off to the Air Force or on some rare occasions, the girl scouts, ( girl guides in the UK ). A trend lately to privatize flooding by the former Bush Administration, ( or regime ), to mercenary groups like Blackwater have been unsuccessful as the recient events in New Orleans have shown.
