Smarter and more cultured than what or whom? Ignorant and more arrogant than what or whom? The answer to both half assed questions is No Europeans have a longer history than America so the Architecture and buildings are part of the culture, On the other, side Egypt and China are not European and have a much older civilisation than Europe. Education systems in all parts of the world are different so it depends how much culture is taught and assimilated I do not think that people from any part of the world are smarter, it is how well they have a chance to be educated.
