If the beneficiary doesn't notify the Social Security Department that they're leaving the country, how might the department find out anyway?

I hope they convict the beneficiary of fraud if they are acting in a fraudulent manner....example: Illegal immigrants stealing identities and filing fraudulent claims such as being disabled , then moving back to Mexico, and having the US support them through the Social Security/ Disability system.

In this Country they will charge you with fraud but will just claim the money back usually out of the social security payments they are still making. If it is a serious amount of money and they have no recourse to getting any back and it is not a first offence you MAY get probabation and eventually a few days or weeks in prison. The system here is set up to be abused. Only the very honest seem to have a problem geting what they are rightfully entitled to receive

all travel outside the USA now requires a passport, they can track you this way.
