Given that the coupons are transferrable, don't expire and people frequently shop at locations outside the immediate vicinity of their homes, I highly doubt it has anything to do with restricting who can use their coupons or when they can use them. More than likely it is simply their method of actually getting you into the store, where you're more likely to make impulse purchases.
