No, you file where you and the property are. A real estate attorney can tell you more about what may need to be done to chase them down in Idaho. It may be expensive to get them served with the necessary paperwork if they don't accept service by mail, or if there is some other reason service by mail is not allowed. However, it is possible that if they choose not to show up in Washington afte being duly served with the paperwork notifying them of the suit and the day they are to appear, you might win a "default judgment" simply BECAUSE they chose not to show up. The problem after that is enforcing it; for that, you might need to go to an Idaho court to get a seizure order or something similar to enforce the Washington decision.
