Most of them are not gay--they just get horny like every other guy. If you are a guy you'll do anything to get relief and that includes having sex with guys if there are no opportunities to do it with women.
With other guys in prison it is a control and power game they play as well. But bottom line is everyone needs and wants sex and that includes prisoners as well.

not all of them they do have "gay sex" but they only do it because there are no girls unless the prison has cojugal visit

When people are guilty of probation violation why aren't they just tossed in jail? Why no consequences in some cases except a lecture?
