The difference is which universe you are in! They do not exist in the same universe, in the DC comics.

The Justice Society of America, or JSA, was the first team of superheroes in comic book history, introduced by DC comics in 1940. Justice League of America or JLA, is a later fictional DC Comics superhero team introduced in 1960. During the Silver Age, DC reinvented several popular Justice Society members and banded many of them together in the Justice League of America. However, instead of considering the JSA replaced, DC revealed that the team existed on "Earth-Two" and the Justice League on "Earth-One".

The JLA usually consist of the best superheroes, they come in do the job and go home. While the JSA is more family orientated. They are mostly made of old timers and heroes who've decided to carrying on the legacy of a previous hero.
