I had a box turtle that did the same thing. I even tried to gently coax the leg out. Poor thing was just moving in circles, no pun intended. After about a week, it was out again. I'm not sure, but I think it means the leg is bothing it, possibly mildly injured (strain, twist, etc), and the turtle has tucked it in to protect it while it heals.

You're reading I have a rock tortoise that keeps one of her hind legs tucked in his shell when walking - she's only using 3 legs to move around. It has been like this for several days. What could be wrong? Her activity and appetite seem normal.
