Is it at all a good idea to use steroids for a few months/a year and a bit, even though i am only 16? or is it better to build muscle without them? my parents keep saying i am fine and i will bulk out but it does not feel like it - when will that happen?

no definitly never use steroids without a doctors permission. Men and women both risk acne, liver disease, sterility and a narrowing of the blood vessels which can increase the risk of heart attack. you are still growing at 16 so i wouldnt worry about it to much and the effects of steroids just isnt worth risking. everybody is different my borther used to be really skinny when he was young and small but now hes over 6ft and muscly so that proves what your parents are saying
