Question

Why did I have a Chinese language student living with me in Oxford who had no idea Tibet wasn't always Chinese? ....I mean he was studying before going to university so was obviously much more affluent than most Chinese, don't they even know the truth?

People from all countries seem to have amnesia about who occupied spaces in their country before they did. Human nature I guess.

Sounds like cultural assumption to me. Sort of along the lines of people who live near famous places never visiting them and knowing less about them than the casual tourist. <yadda yada>

You can only know what you are taught, and if the schools are teaching it's children that Tibet is part of China, then that is what they believe - the Chinese government DO believe that it is, Tibetans don't.
