  • Probably either don't realize it's available to them or perhaps embarassed to ask? Or, maybe, they just think they wouldn't get good help for free???
  • legal aid in most places are so overwhelmed with applicants that they are turning people down. I know of one that turns down at least 50% of the applicants because they don't have the manpower. Some have gone to taking only cases like divorce or baankruptcy: specific things and won't take anything else and so some people think they will get turned down and it's not worth the hassle. and legal aid as a way of treating them like all other poor people get treated: like they are not important and don't matter so they do NOT care much about their case and don't put much into working on it. They don't care if it gets resolved or not
