It means I need to yell over at one of my copy editors and her respective desk -- did the quote actually get edited, or did the speaker pause? If you have a quote that rambles and blathers and the guy just talks and it goes on forever, you use [...] like: If you have a quote that ... goes on forever and that's the correct usage, as far as the paper is concerned. Sometimes writers, especially the sports desk, will use it to signal that the speaker paused. No. Stop it.

I use it when I want to insert a pause into my statement.

It's my favorite overly abused punctuation mark. It is an ellipses... It creates a long pause between thoughts for me. But technically it is supposed to show a place setting for an omitted word that wasn't necessary and didn't need to be said. I use it wrong but so do most people...

A slight pause; there's more coming. Or to signal that my thought is trailing off and/or I'm confused or grossed out.

It's an elipsis. It means to continue on on your own, using your own imagination as the rest is assumed to be obvious.

It can mean many things: 1) A passage of time - "He waited for the bus...but it just didn't come" 2) A pause in speech - "This is the time...now we must act" 3) A sarcastic transition - "Right...that makes SO much sense"

I take it as a pause of some sort. Depending on the context, it could be a dramatic pause, a pause while you think of what to say next, or a transcript... of... Captain James... T. Kirk's... dialogue. By itself, I take it to mean that you feel a response is necessary, but cannot give one at that moment; a way of showing that you were paying attention and understand without risking an inappropriate reply.
