Well, obviously there's a drainage problem. But I don't know how to fix it. Maybe talk to a landscape engineer?

Depends what type of ground the home was built on. The grass was probably planted on thin topsoil and the original ground soil is hard dirt or has a lot of rocks. So you're not getting any kind of drainage. I would dig a 1 foot hole off to the side, say where you might want to plant a little bush or something later, and see how easy or hard it is to dig into the ground. That should give you an idea on your drainage problem.
