Because she is selfish. She wants to see if the grass is greener on the other side, but she wants you to fall back on incase things don’t work out. She either hates you and wants you to be completely alone and miserable... Or she still totally loves you and wants you to beg for her to come back... Or she is just jealous that you can do better than her... She isn't going to tell you because she wants you to know what she wants. Cut the umbilical cord she has attatched to you and cut off all contact with her. Get a new girl that's hotter than she is, and see how long it takes her to see you're not playing her games anymore. You can move on whether she wants you to or not, and if she starts getting crazy and stalks you, call the police. Let her know you're serious. It's your life, you make the rules and you call the shots.

Maybe it's because she doesn't want to have to deal with a relationship with you, but she still loves you. It might be like she doesn't want others to have you because she had you first, or because you are still hers. It might be jealousy as well, like she is comparing herself to others you date.
