If the answer is 38.5 hours, then I would say that you might be eligible for 31 hours per week annual leave for 4 weeks if you work 31 hours per week. However, if you work for a government agency and earn 6 hours per pay period now, giving you 160 hours of leave in a year, then you would probably only earn about 117 hours per year, which would be almost 3 weeks of vacation (at 40 hours per week).
