It says right here that a 14 year-old can sign up!

Why is it not letting me?
Have her create a new e-mail to sign up with and try again. After she's signed up she can change it to the one she wants to use. That will probably do it.

You're reading It says you have to be 14 to sign up for answer bag but I tried to sign up a 14 year-old friend and it wouldn't let me! How can I get her to sign up without switching computers, it won't let me anymore?
