It's safe as long as there are no pesticides, as in fresh homegrown wheat grass, not seeds growing along a field. But most cats don't care eating that much grass, other than to throw it up, so it doesn't really get eaten. The wheat grass won't be good for them as cats don't have many of the digestive enzymes to process plant or grains. They are a true obligate carnivore, requiring no vegetable matter at all.
