An Ammonite; his designation “the servant” may be an official title granted him by the Persian government (Neh 2:10, 18). Together with Sanballat the Horonite, Tobiah bitterly opposed the rebuilding of the wall around Jerusalem by Nehemiah (Neh 2:10, 19; 4:1-7; 6:6, 16).They mocked the Jews building the wall (Neh 4:1-3), and conspired actively with other hostile groups against the project (Neh 4:8) but to no avail (Neh 6:1).They challenged Nehemiah to a meeting in the valley of Ono but Nehemiah, aware of their ruse, sent a letter saying he was unable to come (Neh 6:2-3). They then accused Nehemiah of plotting a rebellion against the king (6:6-7), and tried to ambush him (Neh 6:10-14). The wall was nevertheless completed in 52 days (6:15).During Nehemiah’s absence from Jerusalem, Tobiah, taking advantage of his connections with the priest Eliashib, received a chamber in the courts of the Temple for his residence (Neh 13:7).
