It's not ridiculous to ask you to switch licenses. It's law in most places anyway that once you live somewhere for more than a few months, you switch your drivers license. Even without that, how can you consider yourself a resident of the state if you still have a license from another state? You should be expected to do all of the things a normal resident would do including switching your drivers license, auto registration, lease on a home or apartment, voter's registration, etc. I did all that when I moved recently and they still are making me wait for 12 months before considering me a resident. I've never heard of a university making you take 6 or less credits before being established as a resident. That seems dumb.
