Did you shave over the same place repeatedly? I get red spots and razor burn and bumps frequently, despite what razor I get, or how much shaving cream I use.

Yes its normal, its because the skin has been irritated and the hair is trying to grow back through.

It's called razor burn!! Sometimes it can happen if you shave without shaving cream, or if you shave against the grain of your hair, or it could just be because your skin is sensitive to the razor.
