Not only is it annoying its extremely rude.

It depends on the circumstances. Yes, if a stranger interrupts a personal conversation, I think that's rude. But if the conversation is on a general topic, and the stranger has something relevant to say, I view that as an opportunity to meet someone interesting, or even to make a new friend.

Depends on what they have to say. But, yes, usually, it's just rude.

It would depend on the circumstances. Just ordinary conversation? Yes I would be annoyed as I am with any kind of blatantly rude and inconsiderate behavior.
