The GC is where commonly used attributes of the AD are stored for quick access.
The Exchange server uses it to look up information about users, and redirects outlook clients to their nearest GC depending on the site information. Exchange clients look up user information from there, so if a change has not propagated to the GC, exchange client users will not see it until it does.
