are you asking about God? hell = the state without God , when you die and that's it no more life ... hell was let's say " founded " by the devil and he does want you to go to hell.

The Hell Doctrine is not supported in the scriptures. The word hell in scriptures (OT and NT) is equated to "the unseen", "the grave (sheol)", "haydes (state of the dead)". So to be true, everyone is going to the "grave", so in a sense everyone is going to hell. A few places the word hell is incorrectly used in place of another word.

"Hell" is simply man's grave. When we no longer have death...in God's new system...what He has promised...there will also be no "hell" [ graves] (Revelation 20:14) And death and Ha′des were hurled into the lake of fire. This means the second death, the lake of fire. "Hades" is Greek for Hell. No death= no Hades= no graves.

I just want to point as a possible answer (even though these aren't my beliefs) that there are some denominations that do believe he wants people to go there. By this I mean that they believe he has a set amount of people that will make it to heaven already and everyone else is going to hell - so by making those people he, by default, wanted them to go to hell (if logic is used correctly).
